This 2007 toolkit by the Forum of Regional Associations of Grantmakers is designed to provide community leaders with the tools and outlines they need to start a racial, ethnic or tribal fund.  Each topic– Structure, Capital, and Grants – contains key questions, choices, suggestions, lessons learned, and additional resources.
